Scott Warren

Scott Warren is a fellow at the SNF Agora Institute at Johns Hopkins University, where he leads an initiative researching and convening a pro-democracy conservative agenda in the United States, bridges long-term and short-term approaches to democratic reform, and helps cities strengthen civic participation. He founded the national civics education organization Generation Citizen and spent more than eleven years as its CEO, building it into one of the country's leading civics education organizations through hands-on programming and policy change.

At SNF Agora, he also launched Democracy Moves, an international network of youth activists for democratic change now part of Restless Development, and has advised USAID on youth civic and political engagement. Beyond Johns Hopkins, Warren has taught at Brown, Tufts, Stanford, and UC San Diego, and his writing has appeared in The New York Times, Newsweek, Time, and The Wall Street Journal. He is the author of Generation Citizen: The Power of Youth in Our Politics (Counterpoint Press, 2019), and was named an Echoing Green Fellow in 2010, a Draper Richards Kaplan Fellow in 2012, and a Forbes 30 Under 30 honoree for social entrepreneurship.
